About the Author
David D. Caron is Professor of Law at the University of California, Berkeley. He is a Commissioner with the UN Compensation Commission. John R. Crook, an attorney at the U.S. Department of State, was U.S. Agent at the Iran-U.S. Claims Tribunal. He also helped to create the UN Compensation Commission
