In their pioneering first edition of this work in 1974, the authors, Earl W. Kintner and Mark R. Joelson, pointed out that the coming era of increasingly interdependent national economies and powerful multinational enterprises posed a great challenge from the viewpoint of competition regulation. The need to foster competition in a globalized economy characterized by international transactions and relationships, accomplished at great speed, required new approaches by national regulators and even consideration of international rules.
