This report provides background and contextual information for a morecomprehensive RAND report that explores ways of attracting college-eligibleyouth into the military, Attracting College-Bound Youth into the Military: Toward theDevelopment of New Recruiting Policy Options (MR-984-OSD). Therefore, itnecessarily reports information on policies and programs that were in place atthe same time as the policies discussed in that publication. It supports RANDresearch on the accession of military personnel, sponsored by the Director ofAccession Policy within the Office of the Assistant Secretary of Defense,Personnel and Readiness. This document reports research on four major topicsrelated to educational and commissioning opportunities available toservicemembers in 1998: (1) the officer accession process across all militaryservices, (2) how servicemembers pursue voluntary education, (3) militarysources for the funding of post-secondary education, and (4) the role ofeducation in the promotion process.This research was performed in the Forces and Resources Policy Center ofRAND's National Defense Research Institute, a federally funded research anddevelopment center supported by the Office of the Secretary of Defense, the JointStaff, the unified commands, and the defense agencies.
