About the Author
Patricia Pulliam Phillips is chairman and CEO of The Chelsea Group, a research and consulting company focused on accountability issues in training, HR, and performance improvement. Phillips conducts research on accountability issues and works with clients to build accountability systems and processes in their organizations. She has helped organizations implement the return on investment (ROI) process, developed by Jack J. Phillips, in countries around the world including South Africa, Singapore, Japan, New Zealand, Australia, Italy, Turkey, France, Germany, Canada, and the United States. She has been involved in hundreds of ROI studies in a variety of industries.

Phillips has more than 13 years' experience in the electrical utility industry. As manager of a market planning and research organization, she was responsible for developing marketing programs for residential, commercial, and industrial customers. Those programs included such initiatives as the residential load control program, the energy services program, and the district sales initiative. As manager of market planning and research, Phillips also played an integral role in establishing Marketing University, a learning environment that supported the needs of new sales and marketing representatives.

Phillips has a Master of Arts degree in public and private management from Birmingham-Southern College. She is certified in ROI evaluation and serves as co-author on the subject in publications including Corporate University Review; The Journal of Lending and Credit Risk Management; Training Journal; What Smart Trainers Know, Loraine L. Ukens, ed. (Jossey-Bass/Pfeiffer, 2001); and Evaluating Training Programs, 2nd edition by Donald L. Kirkpatrick (San Francisco: Berrett-Koehler Publishers, 1998). She is contributing author to HRD Trends Worldwide by Jack J. Phillips (Woburn, MA: Butterworth-Heinemann, 1999). Phillips has written and co-authored several issues of the American Society for Training & Development Infoline series including Mastering ROI (1998) and Managing Evaluation Shortcuts (2001). She served as issue editor for the ASTD In Action casebook, Measuring Return on Investment, vol. 3 (2001) and Measuring Return on Investment in the Public Sector (2002). Phillip!

s is also co-author of The Human Resources Scorecard: Measuring Return on Investment (Woburn, MA: Butterworth-Heinemann, 2001) and author of The Bottom Line on ROI (Center for Effective Performance, 2002).
