Public Procurement:Global Revolution (International Economic Development Law, 8)
Editorial Reviews
Book Description
The last decade has brought huge changes in the legal regulation of public purchasing. These changes stem from two main sources: (1) the implementation of national reform programmes in public procurement, especially in developing countries and in countries transitioning from planned to market economies, encouraged by such institutions as the World Bank and UNCITRAL, and (2) efforts to open government procurement markets to international trade through regional agreements and the World Trade Organisation. Many states have had to modify their national procurement rules for the first time. The book covers both domestic and international perspectives on public procurement regulation and examines their interrelationship. Specific topics addressed include + the UNCITRAL Model Law and its influence on procurement reform, + problems of reform in developing and transition economies, + World Bank procurement procedures, + the implications of information technology for procurement regulation, + the challenge of widening participation in global and regional agreements and of making these agreements work, + regulating defence procurement, and + the use of procurement to promote social and environmental policies. Public Procurement: Global Revolution brings together the leading experts from academia, practice, and international institutions to describe the major global developments that have occurred in public procurement regulation and to examine some key current policy issues. The dynamic nature of the topic and the quality of coverage make this a useful, interesting resource for academics in the fields of international law and economics as well as practitioners and officials involved in international trade.
